The ruling planet for Libra, Venus is in Scorpio beginning the 23rd and moves into Sagittarius October 18. Mars is in Libra until October 3 and Mercury is in Libra until early November. Mercury is retrograde from September 24 until October 15.
The Seasons change with the Equinox, the day and night is of equal length; naturally the fact that we observe daylight savings alters that. Autumn begins in the Northern hemisphere and Spring in the Southern hemisphere.
Libra is the sign of harmony and balance; if you look at the imagined constellational image in the picture you can see the scales of balance or justice, which symbolically illustrates the nature of Libra. We associate indecision with this sign, but forget why it would seem that way to a non-Libran. The judging or gauging the value is not that easy for Libra, because they see value in the two seemingly opposing concepts and or objects. Life is not black and white but a wonderful array of hues and shades. During the month, when the Sun is in Libra we are more involved with relationships, we seek co-operation and weigh the value of both concepts and things with more care.
Each year, the other planets hold different positions. Mercury has been in Libra since the end of August and will continue in Libra through the beginning of November. Communicating diplomatically and without offending others is important. The week or so leading up the Mercury retrograde period (begins Sept 24), marks the time when we have communication glitches, computer issues and appointments are more easily forgotten. The lesson Libran Mercury learns during formative years is that if you have nothing nice to say, say nothing at all. Telling someone that they look tired, weary, unhappy, when the person thinks that they are feeling and looking great is not a wise, kind or even polite thing to do. If the person actually tells you that they are doing great; repeating that you still think they look tired, ill or whatever is likely to launch an argument or get you in the bad books.
There is a bigger message associated with the sign of Libra this year; each one of us has Libra somewhere in our horoscope. That somewhere is associated with an area of life where you seek and need harmony and balance. This year, you are weighing the associated concepts and issues with care. Some of the people in your life also fall into this category and you need to learn to relate to these individuals differently and most likely you are also spending more time with them than usual. Who the people are and what are the likely issues will be discussed in the individual horoscopes.
Venus, the ruling planet of Libra is speeding along as an Evening star. She leaves her natural home for Scorpio on September 23 and heads into Sagittarius on October 18. A Libra Sun individual can have Venus in Leo, Virgo, Libra, Scorpio or Sagittarius. This concept alone guarantees that there are at least five different kinds of Librans (there's more, but simply to illustrate how unique we can be.) During the days when Venus is in Scorpio, we are likely to feel more protective and attached to our personal values and priorities.
Venus also moves into Sagittarius during the Sun-in-Libra month. Sagittarius is fun-loving, loves to laugh and desires to explore new territory. This shift takes place October 18. The energy of the Sun in Libra highlights similar themes each year, but these are modified by where Venus, the guiding star, for Libra is located.
Mars is in Libra through October 3, and in Scorpio from that date for about six weeks. Once Mars of action and taking initiative moves from its 'detriment' meaning inappropriate action, being too accommodating or nice into its own sign, Scorpio we have major shifts. In light of what is going on in the markets and the many elections around the corner, this is likely to change our tune and alter our desires.
Canada's election campaign is a mere six weeks, the typical time Mars spends in a Zodiacal sign. We vote on October 14, 2008. The day prior to Mercury stationing retrograde. The day of the Mercury station is great for launching any kind of advertising/propaganda. It is also often the time we change our minds, the person in the lead in October may not get the results desired. This election was called in order to gain a majority government; this may not happen. The election was called September 7, preceding the market low of September 8. Mercury and Mars had a meeting on the 8th and by September 9, the date had been set. Mercury will have returned to the degree it held when the daily news starting reporting the speculation of an autumn election, the date of October 14 was already slated at that time. At the time the polls close in Western Canada, Taurus is the rising sign... Mr. Harper has his Sun on the ASC around just a few minutes prior. I assume he will be re-elected. The transiting North Node is on his Moon (I wrote Harper's office during the last campaign in 2006, he does not have his birth time), his Moon is, however, in Aquarius regardless of time. He and Jack Layton, the leader of NDP, both have Venus in Gemini; the two previous elections took place during Venus Rx and Canada is a Venus in Gemini nation. Harper's details: April 30, 1959 Toronto, Canada; time not known. Looking at him, I would speculate something rather conservative on the ASC (I am playing with 5:58 AM) and Taurus also rising. Jack Layton is a Cancer Sun with Moon in Virgo opposite Jupiter. His date of birth: July 18, 1950; Montreal Canada. He might get the top job, but I would speculate that he will gain seats. The timing of the election call really worked for him. Stéphane Dion is a Virgo Sun, celebrated his 53rd birthday during the campaign, September 28, 1955 born in Montreal, Canada. Stéphane is a Libra Sun and has Mercury conjunct Neptune in his chart and his Moon is also in the 'political' sign of Aquarius—working toward idealistic, yet common goals, good for the many not just the select few.
However, with the Mercury still retrograde only changing direction the day after the election, my speculation is that Harper will hold the prime ministerial position but might be faced with a Liberal-NDP opposition... Dion and Layton would need to put their differences aside... can they, the synastry between the two party leaders isn't great. I for one won't hold out my breath. I'd be shocked if we got a majority government. Most Canadians are more aware of the upcoming US elections. My take from study of various astrological charts is that a woman would hold the office of president in the early part of 2010. Initially when applying this logic, the only conclusion I could draw was that Hillary Clinton would get the nomination... that didn't happen; now that McCain has chosen a female for his running mate, the logical thing would be that the Republicans get in... what else needs to happen for the astrologic to translate, well we will just have to wait and see.

Saturn in Virgo is associated with working classes and I think with factories, manufacturing and skilled labour. During the years, Saturn is in Virgo, those jobs change. The automobile market, for one, has suffered immensely over the past year or so. Jobs are vanishing and new ones will emerge; not everyone is equipped to transition from what they have always known and retrain to do something they never wanted to do. With the rising cost of oil, and the upcoming Mercury Rx, we might see the radically lowered prices for vehicles.
During these years, up until 2010, we will learn to recycle, work methodically, adjust our lifestyle and embrace the changes in how we get about using alternate fuels. 2009, is a year of reality and in the now, we formulate our collective ideals about what that needs to be. . March 19-April 19
For Aries, Libra represents others in your life, partners and your typical view of people you encounter in life. I love it, how assertive, feisty Aries always appear to have such nice partners and friends. During the Libra month and actually through early November, relating issues are prominently in the picture. You get a lesson in patience, learning to speak from the heart, and learning to avoid saying exactly what you think, if you can't think of something nice to say, it may be wiser to not say anything at all. Pointing out that someone looks weary, tired, etc. is not helpful; rather it is apt to cause a reaction that can escalate to an incident. That is not to say you shouldn't say what's on your mind, but do keep it constructive. This year you are dealing with relating matters at length, and for a couple of months, you are likely to re-evaluate what you need in order to feel content, satisfied and mutually supportive. Ideally, this results in much improved relationships (it isn't just about the marriage kind relationship, which, however, is of primary importance now). Until mid-October, you are required to commit to promises and need to address fiscal matters, primarily debts and obligations. It is a good time to review your investments; the markets aren't going to be all that stable for the next 18 months or so; it is best to review things rather than leave things to chance. The full Moon takes place in your sign, emphasizing the fact that you need to be the one to accommodate, mediate and willing to compromise; sticking to your 'guns' is not the best option. It's a relationship season for Aries—be nice and charming, you know how. During the weeks Mercury is retrograde, it is extra important to pay attention to how you communicate, read those emails with care before firing off a careless response. It is an excellent month to pay catch up with people you haven't talked to or corresponded with in ages. It's also an excellent time to renegotiate better terms for yourself, provided that it works for both sides; plan your course of action before taking action.

April 19-May 20
Libra for Taurus is about the work environment, your daily surroundings and co-workers, pets and people you come into contact every day, such as the checkout clerk at the grocery store, the bank clerk, teacher, etc. Libra is the energy that likes harmony and balance, likes to work in a pleasant environment... The Sun-in-Libra month is perfect for creating a more pleasing environment, spending time with co-workers and offering only solicited advice. It's an ideal time for organizing the junk drawer, files, and garage, i.e. all those places where we love to accumulate junk. Colour coordinating your wardrobe, make-up basket and beautifying your daily environment, have fun! In the shifting market place, many of us are looking for new or different opportunities, and now is the perfect time to make those contacts and/or reconnect with people you used to work with.
The Mercury retrograde period, three weeks beginning the 24th are ideal for fixing computer issues, clearing up paperwork, organizing those computer files, contact information, etc. Remember to back up your data, stow away important receipts and documents and keep that virus protection on the computer up to date. Spammers are busy the week prior to the retrograde and even busier just after (after the Canadian elections). We might just be inundated with promotional material. The dates of the Mercury stations, September 24 and October 15 are great for mailing off promotional material that will be taken more seriously than regular 'junk mail'.
We have spent two months now; taking on far too many things, now is the time to follow through with our promises. The bigger theme for Taurus this year is about work and activities. This Autumn (Spring), you are likely to re-evaluate the things you do 'day in and day out' with care, it has become a high priority for you to enjoy and/or love what you do. If you don't you are more likely to change direction over the next few months. During the month, relationship matters also, become more important, and your relationships are typically complicated, you like intense and are intrigued by the secretive Scorpio types... life more interesting.

May 20-June 20
Libra is about romance, creativity and children for Gemini. 2008 is the year for becoming enthusiastic about the possibilities! It's not all sunshine and bliss, but it could be, the choice is ours. What the planetary energy can bring to the forefront are communication issues with the people you love. If you are not happy, those around you aren't either. The hardest lesson in life is to learn that the only person who can make us happy is you. Happiness and contentment bubbles from within. We can count our blessings or count all the things that happen to us—good, bad and indifferent. Libra is a sign that likes the give and take, having things in harmony and balance. When applied to Gemini this means that your intimate relationships (partner, children and projects you create from the heart) need to be in perfect harmony with how you see yourself and your life.
For Gemini (and all air signs), 2008 is about relating, relationships and this season brings romance to the centre stage. Are you happy, having fun, feeling creative? Do you have things in your life that make your heart sing? Are you able to discuss potential communication issues with kindness, diplomacy and tact? If you are not talking for the fear of 'rocking the boat' or causing a rift, you aren't doing yourself any favours.
Work matters become more important beginning mid-October, a perfect time to check out your other options, find extra work and/or renegotiate the terms of your current employment/activity. The bigger picture demands that you speak your mind and work on creating relationships you know will thrive well into the future. First you need to be honest with yourself and secondly you need to honestly state what you need and desire. However, you need to pay extra attention as to how you phrase your comments, which words you choose and how others might read your body language; much of our communication is non-verbal.

June 20-July 22
While the Sun is in Libra, your attention shifts to family and home, make it nicer, keep it cleaner and spend more time with people you consider family. During the weeks when Mercury is retrograde (September 24 through October 18) as well as the past week or so, communicating with parents, family members and people you consider family may be somewhat more challenging. It's easy to jump to conclusions, read too much between the lines—listen with extra care. 2008 is filled with endings and new beginnings for Cancer (and the other water signs: Scorpio and Pisces). In the Autumn, the leaves fall and fresh winds clear the air, which now feels crisp and cool. Naturally on the southern hemisphere, Spring is in the air and new vegetation begins to appear. It is time to balance that which we have been growing and cultivating, to prepare for something that is 'for keeps'. For Cancer this means taking action to ensure safety and security.
You are likely to reconnect with people from the past and because of it also need to address issues from the past. Others are said to be a mirror in which we see our reflection; we learn about ourselves and life through our interactions with others. During this Sun-in-Libra month your family is your reflective surface; and it is a good idea to reflect on the past, complete neglected tasks, and prepare to move full steam ahead once the Sun moves into Scorpio.
As planets begin to shift into Scorpio within a few days, finding support from your partner and people who hold a special place in your heart is easier. You also begin to feel more determined to reach your objectives and goals. The moment you've made up your mind you'll find support, encouragement and assistance. For you Scorpio represents how you love and the intensity with which you form bonds—for life and even through eternity. You are also more intense than others give you credit for. Mars of passion and Venus of love are in your love-sector from September 23 onward. Show how much you truly care, rekindle your desire to have things to do that make you feel alive. July 22-August 22
Libra is the sign that defines your communication style, charming and polite. Libra 'governs' the area of life where we have our neighbours, siblings and people in our daily environment. The associated activities are daily tasks and routines, politics, school, learning and driving about town and short visits. This is natural Mercurial domain; wheeling and dealing, bartering and trading. During the weeks, Mercury is retrograde in Libra, you need to pay extra attention to all forms of communication; read e-mail missives with extra care. Listen attentively before expressing your opinions or views; and should your views add nothing to the discussion, you might choose to listen more.
It is rather typical to have car and/or computer issues during the Mercury time; it is an excellent time to repair, review, revisit and do things thoroughly. In my experience it is a poor time to buy a vehicle, but if your current one has wiring issues, those might finally get fixed. More importantly 2008 is a relating year for you as well as a year to revise your plans. You need to feel excited about what you are doing, talk to friends, partners, siblings, neighbours and similar people in your life, this will help you gain clarity. It's amazing what happens to ideas once we give them voice. By the way, don't let others tell you that you are being indecisive; you need to feel that you have thoroughly contemplated different facets of the issues you are facing before making a choice that will make you happy. A garage sale might be just what you need now, that Saturn influence suggests that you want to do with less and save rather than spend.
When Mars moves into Scorpio, October 3, you are likely to launch into action; Scorpio is about family and home for Leo (and of course people who have Leo rising, which is based on time of birth). Your home may be your castle, but you are protective about things and people within it. This influence lasts for six weeks, and can prompt you to do a major clean up around your home, restore things, repair and renovate. This month is excellent for clearing out clutter and eliminating things that you feel serve no purpose.

August 22-September 22
The bulk of the planetary activity for Virgo and Virgo Ascendant, which is based on time of birth, is in the first quadrant of the wheel. That quarter of the astrological 'real estate' deals with you, your money and things you are learning and occupied with at present. The Saturn component was discussed in the previous edition of my monthly column, which will remain online, link at the end of the Virgo horoscope. In short, you are more focused, perhaps there are major changes in your life that limit or force you to concentrate your efforts.
Libra represents money and values for Virgo. Mercury of purchases, merchandising, trading and talking will spend a total of two months in this sector and the Sun thirty days. That cheque book, bank account or corporate books need to be balanced. Expenses cannot exceed income, only countries are 'allowed' to live in debt... Mercury's retrograde takes place in this money sector, which means you need to pay extra attention to bank statements, bills, invoices and all kinds of statements that represent money coming in or going out. It isn't a perfect time to make major purchases, I personally avoid buying major appliances, etc. during this influence; experience has taught me that it cost more than I allocated; so these days I avoid, I can wait three weeks.
The secondary influence is with Scorpio energy, which for Virgo means communication, mode of transportation and travel in addition to siblings and neighbours. When did your car get serviced last time? Did you get travel or cancellation insurance for that trip, which you might need to postpone? Also remember to keep receipts and important documents somewhere you can retrieve them, the same applies to those pesky computer files and program disks.
For Virgo, 2008 is about rolling up the sleeves and taking care of practical matters. If you are owed money, waiting on a settlement, payout or similar monies, October might be a perfect time to collect what is rightfully yours.

September 22-October 22
Sun is in your sign, which of course is birthday time. Astrologically speaking, the time that the Sun returns onto our Sun is a time we cast solar return charts to look at what the year holds. The Saturn component tells us that you are likely to spend more time contemplating life during the year and making some serious adjustments to your goals, typically out of necessity rather than pure choice. 2008, is about rekindling your enthusiasm toward life—are you happy, enjoying life? While Mercury is in your sign until November 4, you are apt to change your mind, change your attitude and potentially reinvent not only your physical appearance but how you approach life as a whole. This influence tends to also filter into your relationship, the important one, you need to express your thoughts and feelings with honesty, not a time for white lies or keeping important facts out of your conversations. If you were born between September 24 and October 18, the influence last throughout the year. This means that you will be more cautious about decisions, need more time to decide and aren't necessarily eager to take on anything else new, rather complete and work on things that are already on your plate.
From early October, for about six weeks, planets in Scorpio influence your money, values and priorities. Pay attention to finances, keep a close eye on your budget, it might be too easy to overextend now. Most of this is a two year cycle, and this one originates with commitments you made early this year. Having said that, it would be a good time to speak with your banker, investment advisor or someone you feel can suggest solid resources to you.
In hindsight, this month is a turning point, your considered choices and decisions are likely to get you on a different path.

If you would like a birthday report, consider the Solar Return charts available via email or instantly on line. For these ones, you will need to know the time you were born. If you are off by 30 minutes, the difference will be less for a computer-generated report. If you only know that it was around noon or in the morning, you will not benefit from these reports. Some predictive reports, such as Starlight will offer good insights without a known birth time.
October 22-November 21
The Sun in Libra month brings your inner world to the centre stage. It's a month of reviewing the year gone by, the accomplishments and the yet to accomplish goals. Dreams tend to be extra vivid now and your intuition kicks up a notch. Dreams have messages, some are harder to unravel. I personally, talk to myself about the 'obscure' symbolism and convince myself that I can have another dream with simplified, clearer symbols. I actually find this works. With Mercury in Libra for two months, it is a good time to handle tasks and projects I love to postpone. Working alone, being able to block out distractions seems easier with these Mercury periods. I also find that during these times I hear many secrets, stories that aren't typically shared. The lesson is to learn to 'guard' the secrets and to not let them become a part of your personal experience of life. Secondly beware of sharing your confidences too readily, if in doubt don't.
It is easy to read too much between the lines, to jump to conclusions... beware. People from the past tend to reappear out of the blue, and we are likely to spend more time talking to people at a distance. The world is much smaller these days, not in size but in connectivity. If you are involved in writing or any activity, which flows the smoothest when you are left to your own devices, then this month is ideal.
Venus and Mars enter Scorpio during this month, Mars of energy and assertiveness stays in Scorpio for about six weeks. This is energizing, likely to bring connections and opportunities. You are also more likely to be assertive and extra-motivated. So if you have lots of things you have left undone, now you can work 'miracles'.
2008 is a year of many changes, for the water signs, such as Scorpio, this comes with endings and new beginnings. In the course of the year, there are three two-month long periods—we are amidst one now—during which we get to re-evaluate, adjust course and can envision new ways of tackling things. Avoid rushing with choices, once you know what is right for you, you don't need to ask for advice.

November 21-December 21
Libra for Sagittarius is associated with friends, your future goals, aspirations and income from your efforts. During the weeks the Sun is in Libra, you naturally feel more social and yearn to have new excitement in your life. This year, Mercury spends two months here; it began at the end of August and continues until October 4. When talking with friends and colleagues, try to be a better listener. If you are explaining an interaction you had with someone with statements like "I said that... ", "I suggested... " but cannot recall what the other person said, then you weren't really listening, right. Naturally this can work the other way as well, your words not being heard.
This month and through early November is a time for changing your mind, changing your course of action, after careful re-evaluation of your changed priorities and values. It's a wonderful time to reconnect with old friends, meet influential and/or helpful people. During the Mercury Retrograde period, September 24 to October 18, contemplate new offers and opportunities with care, you may be more 'gullible' than is your norm. Remember that if it sounds too good to be true, it probably is.
Beginning late September, the secondary influence is in the sign of Scorpio, which for you represents things behind the scene and the need for privacy. Working behind the scenes and/or being away from home-base often take place during these periods. Your intuition is likely in high gear, listen to your insights and pay attention to your dreams; there are lots of resources on the net to help you unravel the world of symbolism. Some of these are universal others culture specific.

December 21-January 19
For Capricorn (and Capricorn rising, which is based on birth time not any date, yes you could have this sign rising) Libra is at the top of the chart. This real estate in the astrological chart represents career, status and what we can accomplish. We don't necessarily believe we can, but once in a while, we get external validation, and we know we are doing something right. This month I listened to a wonderful lecture by astrologer, Stephanie Clement, about the importance of this point in our horoscope. She has published a book, the Power of the Midheaven (Llewellyn), I recommend you pick up a copy. Stephanie talked about this as the change in status, such as getting married, becoming a parent (grandparent) as well as our achievements in general. So the stellar cast in Libra, including the Sun, is shining its brilliant energy on your status. This can bring recognition as well as change. You need to love what you are doing. Do you? And if not, what things do you need to change to feel that you are accomplishing your ambitions.
Because Mercury of communication does its retrograde thing in this area, it becomes important to speak nicely to the higher ups, those people who can choose to help you or hinder you, remaining cognizant about the fact that sometimes we don't know the power or influence someone might hold. It is important not to tell the boss exactly what you think, or how you think things should be administered unless you wish to be looking for a new job (or opportunity).
Mars and Venus motor on into the sector astrology links to the future and our aspirations, including what we earn (and our rewards) from our career (avocation or calling). This might mean that you perceive that you are not valued or appreciated for your efforts. Discussions about increase in pay during Mercury retrograde can work, however, expect to settle for less than you planned. However, with Venus of value, here as well, it is important that you have adequate reward for your effort.

January 19-February 18
While the annual energy shifts away from handling finances, Saturn remains behind for the next year and a half to ensure you stay focused on setting long-term goals and plans. Libra occupies an area of your horoscope associated with foreign travels, exploration, convictions and your long-held opinion, and in terms of people in-laws and foreigners. My favourite concept for this period is 'expand your horizons', it's a big world out there explore the possibilities, rekindle you innate enthusiasm for life, which will keep boredom at bay.
During the Mercury retrograde period, September 24 through October 18, ensure you have travel insurance if travelling, and that you express your opinions nicely to relatives and people you have just met. The next two months are about re-evaluating your views, addressing your beliefs and discarding opinions/convictions that really are not part of your core beliefs.
Beginning early October, Venus and Mars move into Scorpio, which for Aquarius represents career and accomplishments. You are extra forceful, motivated and can be somewhat opinionated and single-minded. This is not the time to be overly demanding with the bosses and authorities in general, you need to be a tad more flexible. Remember the life giving energy of the Sun is in accommodating Libra—we need to be nice, polite and extra accommodating. (Repetition is the way we learn, right.)

February 18-March 19
While the Sun moves into Libra and emphasizes shared assets, resources and commitments, Saturn remains in the relationship sector for well over a year, reminding you to pay attention to your most important relationships. During the Sun-in-Libra month, financial matters, the kind you need to address with another, both partner and lender, is something you need to handle. As Mercury of agreements, stays in this sector for two months, it is doubly important this year. Negotiating a mortgage, dealing with retirement funds, settlements, and investments are a big theme.
Because we are talking about Libra, compromise and agreeing—even to disagree—are a part and parcel of the equation.
It is also a good time for research, finding resources and reconnecting with people you haven't talked to or heard from in ages. This year is about endings and new beginnings; this particular period is about letting go of things and ideas that are no longer viable. It is also a rather fertile period for you, both literally and figuratively.
Venus and Mars move into Scorpio early October, the energy shifts and your visions about what could be appear in your mind. You are very determined about what your goals are and your opinions are strong. Some of those convictions may be tested, and some might no longer serve a useful purpose. It could also be an ideal time for travel; however, if doing so when Mercury is retrograde, take along patience, travel and/or cancellation insurance, consider it like taking along an umbrella, when we do it doesn't rain, right.

Time zones are typically expressed with either letters or the variance from GMT. The GMT times are given in brackets and all you need to know is the variance of your area to GMT and either add time if you live East of the Greenwich meridian at 0°W/E00' or deduct if you live west of the Greenwich meridian, which runs through England, France etc. I use a website http://www.timeanddate.com/worldclock/ to get current information.
I use the 24-hour format on this website; that is 13:00 is 1PM, 17:00 is 5PM, thus any number in excess of 12:00 can be reduced to the PM time by deducting 12. Midnight is 0:00. Back to top
